China (Jinan) New Energy Innovation & Entrepreneurship Competition Competing Manual

Introduction

 

In order to attract and gather a group of high-level talents from both domestic and overseas to lead the development of key industries in Jinan, promote technological innovation and industrial transformation and upgrading in Jinan, accelerate the construction of a modern socialist strong provincial capital in the new era, and provide solid talent support, the Jinan Municipal Committee of the Communist Party of China and the Jinan Municipal People's Government organize the "China (Jinan) New Energy Innovation & Entrepreneurship Competition." The competition is assisted by media such as Shandong Radio and Television Station, Dazhong Daily, and investment and financing institutions.

 

The competition consists of a total of 16 preliminary regions, including 5 overseas regions: United Kingdom, France, Hungary, Australia, and South Korea; and 11 domestic regions in China: Beijing, Shanghai, Guangzhou, Shenzhen, Tianjin, Hangzhou, Xi'an, Nanjing, Wuhan, Suzhou, and Chengdu. The finals will be held in Jinan.

 

The competition is divided into two stages: the preliminary round and the final round. In each preliminary region, 15 prizes are available, totaling 240 slots from the 16 preliminary regions to enter the finals. During the final stage, 35 prizes will be awarded.

The competition adopts a combination of online and offline methods. The entire process, including project collection, registration, preliminary selection, preliminary rounds, and finals, will be conducted on the official competition website (www.jn-rencai.com) and the online application platform (competition.jn-rencai.com).

 

Applications & Requirements

 

Application (Deadline: August 21st)

High-level entrepreneurship teams or individuals with innovative achievements and entrepreneurial plans can register and sign up on the official competition website, providing required information in a complete, accurate, and truthful manner.

 

Project Pre-selection (Deadline: August 31st)

Industry experts and investment and financing institutions will review and preliminarily screen the information provided by registrants. Based on technological achievements, project relevance, team qualifications, market prospects, and alignment with Jinan's industrial development, 30 projects will be selected for the preliminary round in each region.

 

Preliminary Round (Mid-September)

A panel of experienced technical experts, investment specialists, and legal experts will conduct roadshows and defenses in each region. They will evaluate aspects such as project innovation, industrialization status, core team composition, and feasibility of implementation in Jinan. Each region will select 15 high-quality projects to advance to the next stage. These projects will be required to participate in the finals in Jinan.

 

Final Round (Mid-October)

Location: Jinan, China

Finalists from each region will travel to Jinan to participate in on-site defenses. Through stages such as roadshow presentations, expert evaluations, and comprehensive assessments, the competition winners will be determined. The final event will span approximately 3 days and include offline roadshow defenses, expert evaluations, project connections, visits to industrial parks and high-tech enterprises, on-site signing ceremonies, and award presentations.

 

The competition consists of five sectors:

  1. Big Data and Next-Generation Information Technology
  2. Intelligent Manufacturing and High-end Equipment
  3. Biomedicine and Health
  4. Premium Steel and Advanced Materials
  5. Modern Agriculture and Low-carbon Environmental Protection

 

Requirements for Overseas Participants:

  1. Participants should be overseas high-level talents with innovative achievements and entrepreneurial plans, with internationally leading technological accomplishments.
  2. Participating projects should demonstrate innovation and commercial potential. The proposed results, products, or technologies should comply with national laws, regulations, and industrial policies, and participants should not have any intellectual property disputes.
  3. Participants should generally hold a master's degree or above.
  4. Participants should ideally have experience working at well-known overseas universities, research institutions, or foreign companies. They should possess certain project operation experience and have been involved in significant industrial technology development, outcome transformation, and industrialization projects. Exceptionally outstanding participants may have relaxed conditions.
  5. Participants can only register for one region with one project; repeated applications will result in disqualification.
  6. Overseas talent projects are encouraged to innovate and start businesses in Jinan. During the registration phase of the competition, projects should not have been established in Jinan, and there should be an intention to establish a presence in Jinan within one year after the competition.
  7. Individuals and projects that have received awards in previous editions of this competition are not eligible to participate in this year's competition again.

 

Prize and Policies

Preliminary Round Awards and Prizes:

Each region will have 5 Excellence Awards with a prize of 30,000 RMB/project (certificate), and 10 Finalist Awards with a prize of 10,000 RMB/project (certificate), totaling 240 awards.

 

Final Round Awards and Prizes:

In the final round, there will be 5 First Prizes with a prize of 50,000 RMB/project (certificate), 10 Second Prizes with a prize of 30,000 RMB/project (certificate), and 15 Third Prizes with a prize of 20,000 RMB/project (certificate), totaling 30 awards. To attract high-level overseas talent projects to establish a presence in Jinan, the competition will also award 5 Best Overseas Talent Project Prizes, each with a prize of 20,000 RMB/project (certificate).

 

Supportive Policies:

  1. Within one year of the final round, if the winning project establishes a presence in Jinan and meets the basic application conditions for Jinan's industrial leading talent introduction policies, it will be directly included in the city-level key talent project management after on-site inspection and comprehensive evaluation. Financial support ranging from 1 million to 3 million RMB will be provided.

 

  1. The competition will establish a database for on-the-ground projects. Municipal-level units and parks will be equipped with service commissioners and open channels to provide comprehensive support for project establishment in Jinan. This will include leveraging policies for talent and technology support, industrial development funds, and land security. Services will cover project registration, office space, enterprise planning, personnel recruitment, and investment and financing, providing all-around support for project establishment.
